Suspects in connection with a robbery case returned to Hong Kong (with photo)

     Hong Kong Police received three suspects and the stolen goods in connection with a robbery case from the Shenzhen Public Security Bureau at the Lok Ma Chau Boundary Control Point today (August 4).

     The Police Director of Crime and Security, Mr Li Chi-hang spoke at the surrender ceremony held at Huanggang, Shenzhen that Hong Kong Police were grateful for the invaluable assistance rendered by the Ministry of Public Security, the Guangdong Provincial Public Security Department and the Shenzhen Public Security Bureau, which resulted in the arrest of the three suspects.

     “The surrender ceremony today demonstrates the joint efforts of the Police of the two places in combating crimes. It also sends an unequivocal message to the society that Police of the two places are determined to combat crimes and protect lives and property of the people,” Mr Li said.

     “Police of the two places will continue to step up policing cooperation so as to safeguard law and order and secure people’s lives and property.”

     The three local male suspects, aged between 36 and 41, are in suspected connection with a robbery case in Tsim Sha Tsui on July 1 this year in which a jewellery shop was robbed of watches and bracelets worth about $23.5 million.

     Investigation by Regional Crime Unit of Kowloon West revealed that some suspects might have left for the Mainland, Hong Kong Police sought the assistance of the Ministry of Public Security, the Guangdong Provincial Public Security Department and the Shenzhen Public Security Bureau. The three suspects were subsequently arrested in Shenzhen.

     Hong Kong Police arrested four male and four female suspects in Hong Kong.

     Active investigation by the Regional Crime Unit of Kowloon West is underway.

Missing man in Cheung Chau located

     A man who went missing in Cheung Chau was located.

     Andre Louis Marie Jouve, aged 50, went missing after he was last seen on Cheung Chau Beach Road on July 9 afternoon. His family made a report to Police on July 22.

     The man was located on Hanoi Road in Tsim Sha Tsui this afternoon (August 4). He sustained no injuries and no suspicious circumstances were detected.

Very Hot Weather Warning issued

     The Hong Kong Observatory has issued the Very Hot Weather Warning.

     To prevent heat stroke, avoid prolonged activities outdoors.

     If engaged in outdoor work or activities, wear a wide-brimmed hat and light-coloured, loose-fitting clothes. Stay in shaded areas as much as possible.

     Drink plenty of water, and avoid beverages containing caffeine or alcohol.

     If you feel sick, consult a doctor right away.

Assess the risk of heat stroke to employees

     Please broadcast the following special announcement immediately, and repeat it at frequent intervals when the Very Hot Weather Warning is in force:

     The Labour Department reminds employers that as the Very Hot Weather Warning is in force, they should assess the risk of heat stroke to their employees and adopt effective preventive measures such as providing cool drinking water, setting up temporary sunshade and providing mechanical aids to reduce physical exertion of employees. Employees should drink water regularly and be mindful of their physical condition. If early heat stroke symptoms such as headache and thirst appear, they should inform their supervisors and seek medical help immediately.

CHP reminds public on precautions against heat stroke during very hot weather

     The Centre for Health Protection (CHP) of the Department of Health (DH) today (August 5) reminded members of the public, particularly those undertaking outdoor activities, to take heed of necessary measures against heat stroke and sunburn in very hot weather.

     "The public should carry and drink plenty of water to prevent dehydration while engaging in outdoor activities," a spokesman for the CHP said.

     "Those engaged in strenuous outdoor activities should avoid beverages containing caffeine, such as coffee and tea, as well as alcohol, as they speed up water loss through the urinary system," the spokesman explained.

     "The obese, the sick, including those with heart disease or high blood pressure, the old and the young are more vulnerable to heat-related illnesses. They should pay special attention," the spokesman added.

     The public should adopt the following precautions:
 
  • Wear loose and light-coloured clothing to reduce heat absorption and facilitate sweat evaporation and heat dissipation;
  • Avoid vigorous exercise and prolonged activities like hiking or trekking as heat, sweating and exhaustion place additional demands on the physique;
  • Perform outdoor activities in the morning or late afternoon;
  • For indoor activities, open all windows, use a fan or use air-conditioning to maintain good ventilation; and
  • Reschedule work to cooler times of the day.

     If working in a hot environment is inevitable, introduce shade in the workplace where practicable, and start work slowly and pick up the pace gradually. Get into a cool area for rest at regular intervals to allow the body to recuperate.

     The public should also note the latest and the forecast Ultraviolet (UV) Index released by the Hong Kong Observatory (HKO). When the UV Index remains high (6 or above):
 
  • Minimise direct exposure of the skin and the eyes to sunlight;
  • Wear loose long-sleeved clothing made of close-woven fabrics;
  • Wear a wide brim hat or use an umbrella;
  • Seek a shaded area or put on UV-blocking sunglasses;
  • Apply a broad-spectrum sunscreen lotion with a sun protection factor (SPF) of 15 or above. Apply liberally and reapply after swimming or sweating; and
  • While using DEET-containing insect repellents for personal protection against mosquito-borne diseases, apply sunscreen first, then insect repellent.

     If symptoms develop, such as dizziness, headache, nausea, shortness of breath or confusion, rest and seek help immediately, and seek medical advice as soon as possible.

SFH to lead 100-member delegation to Guangdong-HK-Macao Bay Area

     The Secretary for Food and Health, Professor Sophia Chan, will lead a delegation to Guangzhou, Zhongshan and Shenzhen tomorrow (August 6) to enhance exchanges and co-operation in medical and healthcare field in the Guangdong-Hong Kong-Macao Bay Area (Bay Area) with a view to proactively tapping the opportunities in the region.

     Jointly organised by the Food and Health Bureau and the Health and Family Planning Commission of Guangdong Province, the visit will focus on the "development of private hospitals and medical institutions in the Bay Area" and the "healthcare manpower training in the Bay Area". Apart from visiting local hospitals and medical institutions, the delegation will also attend a seminar in Guangzhou where they will exchange views with healthcare representatives in the Bay Area.

     Professor Chan said, "The exchanges and co-operation in the medical and healthcare field are increasingly closer among the cities in the Bay Area. The Hong Kong Special Administrative Region Government fully supports private hospitals and private healthcare sectors in Hong Kong to develop in the Bay Area, and will assist in the sustainable healthcare manpower training in the Bay Area, in a bid to promoting healthcare development in the region.

     "This delegation comprises about 100 members including representatives from private hospitals, private healthcare facilities, healthcare professional associations, medical training institutions and healthcare professionals. I believe that the visit will help delegates build up a communication platform in the Bay Area and lay a solid foundation for future development."

     Officials accompanying Professor Chan during the visit include the Director of Health, Dr Constance Chan, and the Chief Executive of the Hospital Authority, Dr Leung Pak-yin.

     Professor Chan will return to Hong Kong on August 8. During her absence, the Under Secretary for Food and Health, Dr Chui Tak-yi, will be the Acting Secretary for Food and Health.

Hong Kong Customs seizes suspected cannabis buds and suspected methamphetamine (with photos)

     Hong Kong Customs detected two suspected cases of drug trafficking on August 2 and 3 in which about one kilogram of suspected cannabis buds and about 2.2 kilograms of suspected methamphetamine with an estimated market value of about $1.42 million in total were seized at the Hong Kong International Airport.
      
     In the first case, Customs officers inspected an air mail parcel from the United States on August 2 and seized about one kilogram of suspected cannabis buds from a carton box inside.
      
     Subsequent to follow-up investigation, Customs officers yesterday (August 4) arrested a 17-year-old man in Kowloon City who is suspected to be involved in the case. The arrested man has been released on bail pending further investigation.
      
     In the second case, a female passenger arrived in Hong Kong from Nairobi, Kenya via Dubai, United Arab Emirates in the afternoon on August 3. Upon examination of her check-in baggage, Customs officers seized about 2.2 kilograms of suspected methamphetamine in chocolate look. The seized drug carries an estimated market value of about $1.2 million.

     The woman, aged 29, was arrested immediately and has been charged with one count of trafficking in a dangerous drug. She will appear at West Kowloon Magistrates' Courts tomorrow (August 6).
      
     Under the Dangerous Drugs Ordinance, trafficking in a dangerous drug is a serious offence. The maximum penalty is life imprisonment and a fine of $5 million.

About 3 400 vacancies on offer at Kowloon West Job Fair

     The Labour Department (LD) will hold a large-scale job fair at Lai Kok Community Hall on August 9 and 10. Vacancies in retail, catering, transport, property management and other industries will be offered. Twenty participating organisations will set up booths and conduct on-the-spot recruitment each day.
 
     A total of 40 organisations, offering about 3 400 vacancies, will participate in the two-day fair. The vacancies offered cover a wide variety of positions including registered Chinese medicine practitioner, library assistant, shop sales, clerk, security guard, bus captain, storekeeper, travel consultant, swimming coach, cinema staff, receptionist, waiter/waitress, chef and technician. Job seekers can find more information on the LD's Interactive Employment Service website (www.jobs.gov.hk).
 
     Around 82 per cent of the vacancies are for full-time jobs. Most vacancies offer monthly salaries ranging from $9,000 to $17,000. About 97 per cent of the vacancies require a Secondary Six education level or below. Around 71 per cent are open to job seekers without relevant work experience, and many vacancies are suitable for young people and secondary school graduates.
 
     Job seekers can submit applications on the spot and may be selected for on-site interviews. They can also make enquiries on employment services at the LD's counter at the venue.
 
     The job fair will be held from 11am to 5.30pm at Lai Kok Community Hall, Lai Kok Estate, Cheung Sha Wan. Admission is free.

Film Archive to present free screening of "The Raid"

     The Hong Kong Film Archive (HKFA) of the Leisure and Cultural Services Department presents a special programme entitled "Cine Memories of the War of National Resistance" on September 3 every year to commemorate the victory of the war of resistance against Japanese aggression. "The Raid" (1991), selected for free screening this year, takes a light-hearted approach in revisiting the war and history.
 
     Admission is free with tickets which will be distributed at the enquiry counter of the HKFA starting tomorrow (August 6) on Mondays and from Wednesdays to Sundays from 10am to 8pm. Each person can receive up to two tickets on a first-come, first-served basis while stocks last.
 
     In 1932, the Japanese manipulated the last Qing emperor Puyi to establish a state in northeast China. Uncle Choi, a retired and patriotic military doctor in "The Raid", learns about a Japanese plan for building a chemical weapons factory. To prevent suffering by his compatriots, Uncle Choi is determined to smash the devious plan and sneaks into an opposition camp alone to find the factory map.
 
     Co-directors Tsui Hark and Tony Ching both help draw the film away from a heavy tone despite its wartime background. Tsui adds an incredible playfulness and carefree spirit to the film, which was adapted from a popular local comic book, and Ching also makes the film an action-packed one.

FEHD orders light refreshment restaurant in Jordan to suspend business for 14 days

     The Director of Food and Environmental Hygiene has ordered a light refreshment restaurant in Jordan to suspend business for 14 days as the operator repeatedly breached the Food Business Regulation (FBR) by extending the business area illegally and preparing food in open space.
 
     The restaurant, located on the ground floor at 4 Nanking Street, Jordan, was ordered to suspend business from today (August 5) to August 18.
 
     "In May this year, two convictions for the above-mentioned breaches were recorded against the operator of the restaurant. A total fine of $4,000 was levied by the court and 15 demerit points were registered against the licensee under the department's demerit points system. The contraventions resulted in the 14-day business suspension," a spokesman for the Food and Environmental Hygiene Department (FEHD) said.
 
     The licensee of the restaurant had a record of two convictions for the same offences in August last year and February this year. A total fine of $10,000 was levied and 15 demerit points were registered. The breaches led to business suspension for seven days in April this year.
 
     The spokesman reminded licensees of food premises to comply with the FBR or their licences could be suspended or cancelled.
 
     Licensed food premises are required to exhibit a sign, at a conspicuous place near the main entrance, indicating that the premises are licensed. A list of licensed food premises is available on the FEHD's website (www.fehd.gov.hk/english/licensing/index.html).

CE takes part in Sport For All Day 2018 (with photos)

     The Chief Executive, Mrs Carrie Lam, shared the fun of doing exercise together with members of the public at Tsing Yi Southwest Sports Centre on Sport For All Day (SFAD) 2018 organised by the Leisure and Cultural Services Department (LCSD) today (August 5).

     This is the 10th year in which the LCSD has organised SFAD to promote sport for all. Various free recreation and sports programmes are being offered at designated sports centres in 18 districts today, including health talks, exercise demonstrations, fitness corners, sports participation sessions, and activities for parents with children and persons with disabilities. Most of the LCSD's leisure facilities are also open for free use today.

     Those accompanying Mrs Lam to join SFAD 2018 included the Secretary for Home Affairs, Mr Lau Kong-wah; the Director of Leisure and Cultural Services, Ms Michelle Li; the Deputy Director of Leisure and Cultural Services (Leisure Services), Ms Ida Lee; the District Officer (Kwai Tsing), Mr Kenneth Cheng; and the Chairman of the Kwai Tsing District Council, Mr Law King-shing. Two elite table tennis athletes, Lee Ho-ching and Minnie Soo, also joined the activities.

     The Chief Executive and other guests first watched a demonstration of shuttlecock, which is the focal sport for this year's SFAD, before enjoying fitness exercise with members of the public. They also watched a parent-child fun game, a cycling participation activity and a pool soccer game, and took part in a boccia session for players including persons with disabilities.

     Also supporting SFAD, five Principal Officials joined the activities held in various districts today. They were the Chief Secretary for Administration, Mr Matthew Cheung Kin-chung, who visited Kowloon Park Sports Centre in Yau Tsim Mong District; the Secretary for the Environment, Mr Wong Kam-sing, who visited Tiu Keng Leng Sports Centre in Sai Kung District; the Secretary for Labour and Welfare, Dr Law Chi-kwong, who visited Hong Kong Park Sports Centre in Central and Western District; the Secretary for Transport and Housing, Mr Frank Chan Fan, who visited Tai Po Hui Sports Centre in Tai Po District; and the Acting Secretary for Education, Dr Choi Yuk-lin, who visited To Kwa Wan Sports Centre in Kowloon City District to join related activities.

     "Stay Active, Healthy and Happy!" has been adopted as the slogan of SFAD to promote the event and publicise the benefits of regular exercise, aiming to convey to the public that daily exercise is advantageous to both body and mind and to encourage them to do more exercise in their daily lives.

     The LCSD has also invited the 18 District Councils, National Sports Associations, district sports associations, community sports clubs and community sport organisations, as well as privately run sports clubs and health centres, to organise activities and offer facilities for the public to enjoy today in support of the event.

     SFAD 2018 is co-organised by the Department of Health; the Sports Medicine Team of the Chinese University of Hong Kong; the Sports Medicine and Health Science Alumni Association of the Chinese University of Hong Kong; the Physical Fitness Association of Hong Kong, China; the Hong Kong Paralympic Committee and Sports Association for the Physically Disabled; the Hong Kong Sports Association for Persons with Intellectual Disability; and the Hong Kong Shuttlecock Association Limited.

     The temporary night heat shelters will resume their functions as either community centres or community halls in the daytime for hire by the local community and cannot continue to be open as heat shelters. Murder in Tin Sum

     Police are investigating a murder case in Tin Sum this afternoon (August 5) in which a 59-year-old man died.

     About 6.20pm today, a 58-year-old man reported to the Police that he assaulted his 59-year-old male colleague with a knife on Keng Hau Road. Police officers sped to the scene and found the 59-year-old man sustaining neck injuries and lying unconsciously inside a guardhouse. The 59-year-old man was certified dead at scene.

     Initial investigation revealed that the 58-year-old man assaulted the deceased with a knife after a dispute. Police later arrested the 58-year-old man for murder. He is being detained for enquiries.

     A knife in suspected connection with the case was seized at scene.

     Post-mortem examinations will be conducted later to ascertain the cause of death of the deceased.

     Investigation by the District Crime Squad of Sha Tin District is underway.

     To prevent heat stroke, avoid prolonged activities outdoors.

     If engaged in outdoor work or activities, wear a wide-brimmed hat and light-coloured, loose-fitting clothes. Stay in shaded areas as much as possible.

     Drink plenty of water, and avoid beverages containing caffeine or alcohol.

     If you feel sick, consult a doctor right away.

     The Labour Department reminds employers that as the Very Hot Weather Warning is in force, they should assess the risk of heat stroke to their employees and adopt effective preventive measures such as providing cool drinking water, setting up temporary sunshade and providing mechanical aids to reduce physical exertion of employees. Employees should drink water regularly and be mindful of their physical condition. If early heat stroke symptoms such as headache and thirst appear, they should inform their supervisors and seek medical help immediately.

CHP reminds public on precautions against heat stroke during very hot weather

     The Centre for Health Protection (CHP) of the Department of Health (DH) today (August 6) reminded members of the public, particularly those undertaking outdoor activities, to take heed of necessary measures against heat stroke and sunburn in very hot weather.

     "The public should carry and drink plenty of water to prevent dehydration while engaging in outdoor activities," a spokesman for the CHP said.

     "Those engaged in strenuous outdoor activities should avoid beverages containing caffeine, such as coffee and tea, as well as alcohol, as they speed up water loss through the urinary system," the spokesman explained.

     "The obese, the sick, including those with heart disease or high blood pressure, the old and the young are more vulnerable to heat-related illnesses. They should pay special attention," the spokesman added.

     The public should adopt the following precautions:
 
  • Wear loose and light-coloured clothing to reduce heat absorption and facilitate sweat evaporation and heat dissipation;
  • Avoid vigorous exercise and prolonged activities like hiking or trekking as heat, sweating and exhaustion place additional demands on the physique;
  • Perform outdoor activities in the morning or late afternoon;
  • For indoor activities, open all windows, use a fan or use air-conditioning to maintain good ventilation; and
  • Reschedule work to cooler times of the day.

     If working in a hot environment is inevitable, introduce shade in the workplace where practicable, and start work slowly and pick up the pace gradually. Get into a cool area for rest at regular intervals to allow the body to recuperate.

     The public should also note the latest and the forecast Ultraviolet (UV) Index released by the Hong Kong Observatory (HKO). When the UV Index remains high (6 or above):
 
  • Minimise direct exposure of the skin and the eyes to sunlight;
  • Wear loose long-sleeved clothing made of close-woven fabrics;
  • Wear a wide brim hat or use an umbrella;
  • Seek a shaded area or put on UV-blocking sunglasses;
  • Apply a broad-spectrum sunscreen lotion with a sun protection factor (SPF) of 15 or above. Apply liberally and reapply after swimming or sweating; and
  • While using DEET-containing insect repellents for personal protection against mosquito-borne diseases, apply sunscreen first, then insect repellent.

     If symptoms develop, such as dizziness, headache, nausea, shortness of breath or confusion, rest and seek help immediately, and seek medical advice as soon as possible.
