SHA in Shenyang to support HK athletes at 12th National Games (with photos)

The Secretary for Home Affairs, Mr Tsang Tak-sing, arrived in Shenyang, Liaoning Province, late last night (August 29) to start his four-day visit. He will attend the 12th National Games to cheer for Hong Kong athletes participating in the National Games.

Mr Tsang, in his capacity as the head of the Hong Kong Special Administrative Region (HKSAR) delegation to the National Games, attended the heads of delegations meeting today (August 30). He also visited the equestrian and cycling competition venues of the National Games and viewed the training of Hong Kong equestrian and cycling athletes.

In the evening, Mr Tsang visited the Hong Kong athletes at the Athletes' Village and dined with them. He encouraged them to try their best in the competitions to scale new heights and to bring honour home.

Held every four years, the National Games is the most high-level and biggest multi-sport event on the Mainland. The 12th National Games will be held from August 31 to September 12 in Liaoning Province this year. Top-notch athletes from all over the country will compete for the highest honours in 31 sports events.

Hong Kong first participated in the National Games in 1997 and this year marks its fifth entry. The HKSAR delegation comprises a total of 327 members including 223 athletes and 104 officials and medical staff, taking part in 20 final competitions, namely aquatics, archery, athletics, badminton, canoeing, cycling, equestrian, fencing, golf, gymnastics, men's handball, judo, rugby, windsurfing, shooting, table tennis, tennis, triathlon, beach volleyball and wushu taolu. Golf and rugby are the newly added sports events this year.

Mr Tsang will lead the HKSAR delegation to attend the opening ceremony of the 12th National Games at Shenyang Olympic Sports Centre Stadium tomorrow (August 31).

Man sentenced for assaulting Tobacco Control Inspector

A 37-year-old man was sentenced to four weeks' imprisonment suspended for one year in the Eastern Magistrates' Courts today (August 30) upon conviction for assaulting a Tobacco Control Inspector (TCI). Another 28-year-old man involved in the case was fined $2,000 upon conviction for obstructing a public officer in the exercise of his duty.

The incident took place at an Amusement Game Centre in Sai Wan Ho on May 28, 2013. A man assaulted a TCI and another man obstructed another TCI when both inspectors were inspecting the premises. Both of the men were subsequently arrested and charged by the Police.

A spokesman for the Department of Health urged the public to observe the smoking ban requirements and to co-operate with law enforcement officers.

"Intimidation or use of violence on enforcement officers is a serious offence and carries serious legal consequences," the spokesman said.

As of today, there have been six cases of assault in 2013. Since 2007, 53 cases have been recorded and 10 out of 39 offenders convicted for assaulting TCIs have been sentenced to immediate imprisonment. The maximum penalty meted out by the court was immediate imprisonment for four months.

Queen Elizabeth Hospital update on cluster of Vancomycin Resistant Enterococci carriers

The following is issued on behalf of the Hospital Authority:

The spokesperson for Queen Elizabeth Hospital (QEH) made the following update today (August 30) regarding an earlier announcement on a cluster of Vancomycin Resistant Enterococci (VRE) carriers in a medical ward:

In accordance with the prevailing infection control guidelines, contact tracing has been performed. Six more male patients (aged 53 to 96) were confirmed as having VRE today. They are VRE carriers without clinical symptoms. The patients concerned are still hospitalised and are now under medical surveillance and isolation with stable condition.

The cases have been reported to the Hospital Authority Head Office and the Centre for Health Protection (CHP) for necessary follow-up.

The QEH Infection Control Team, the departments concerned and experts of the CHP had met and decided to adopt the following enhanced infection control measures:

1. Strongly encouraging patients to perform hand hygiene;
2. Enhancing hand hygiene of staff;
3. Applying stringent contact precautions, including dedicated use of clinical items to VRE carriers;
4. Enhancing environmental and equipment decontamination; and
5. Following an active surveillance culture for in-patients.

The QEH Infection Control Team will continue to closely monitor the situation of the ward.

SWD gives an update on "Pilot Scheme on Community Care Service Voucher for the Elderly" (with photos)

The first phase of the "The Pilot Scheme on Community Care Service Voucher for the Elderly" (Pilot Scheme), which is run by the Social Welfare Department (SWD), lasts for two years. It is targeting to issue 1 200 vouchers to the eligible elderly persons within two years.

As the latest situation, up to yesterday, about 240 eligible elderly persons have indicated that they will join the Pilot Scheme. After receiving the Voucher Certificate, the elderly persons may start to use the diversified services from next Monday (September 2). Their Responsible Workers, who have all along been following up their cases, will continue to offer assistance to the elderly persons concerned. SWD will continue to issue invitation letters.

The Director of Social Welfare, Ms Carol Yip, today (August 30) said, "The Pilot Scheme is adopting an innovative subsidising mode, called the 'money-follows-the-users' approach, providing an array of community care services (i.e. the day care centre or/and home care services) with high flexibility to cater to the personal needs of individual elderly persons and fulfilling their wish of ageing in place."

During the implementation of the Pilot Scheme, the Government continues to uphold the policy of "Ageing in place as the core, institutional care as back-up" and allocate resources to provide the necessary elderly services for the needy elderly persons. Furthermore, the government expenditure on the elderly services will not be reduced.

Ms Yip said, "We expect that after the eligible elderly persons and the Responsible Workers have an increased understanding of the details of the Pilot scheme, SWD will receive more applications. We are appealing to the eligible elderly persons and hope that more of them, after receiving the invitation, will consider it positively, and make the first move to join the Pilot Scheme and experience the benefits of the service personally."

She stressed that to enable the elderly persons to use the community care service under the Pilot Scheme without worry, the elderly persons do not need to give up their long term care services application. When they participate in the Pilot Scheme, their application date on the Central Waiting List of the Long Term Care Services will be retained. While joining the Pilot Scheme, the elderly persons concerned can raise the request at any time to their Responsible Workers to activate their application for long term care services, such that they can continue waitlisting for long term care services; and their place on the waiting list will be based on their original application date.

The Director reminded the elderly persons that each elderly person on the Central Waiting List has a Responsible Worker to follow up his/her application for the long term care service. In the process of application for the Pilot Scheme, the Responsible Workers will explain the Scheme to the elderly persons through home visits, interviews at centres with the elderly persons and their family members or carers. Each Responsible Worker will continue to follow up his/her respective elderly person's case, including assisting the elderly person to apply for the Pilot Scheme, explain the information in the Service Catalogue and to choose the appropriate services. The Responsible Worker will also assist the elderly person to choose the most suitable services according to his/her needs and wish.

As for the time schedule, the Director said that when an elderly person has received the invitation from relevant Responsible Worker, he/she will have three weeks to understand the Pilot Scheme with the assistance from the Responsible Worker. When he/she has indicated participation, the Responsible Worker will assist him/her to complete the application form for submission to SWD. Hence, eligible elderly persons have sufficient time to consider whether they will join the Scheme.

If the Responsible Workers are unable to submit the application within three weeks, for example, they cannot get in touch with the concerned elderly persons or due to special circumstances that the elderly persons cannot make a decision within three weeks, they may inform SWD for appropriate follow up while the elderly persons' application will not be closed instantly.

After the receipt of the Voucher Certificate issued by SWD, the elderly persons will have a period of three months to choose the appropriate Recognised Service Providers (RSPs).

The Director today paid a visit to Po Leung Kuk Lau Chan Siu Po District Elderly Community Centre in Kwun Tong so as to understand more about how the Responsible Worker briefs eligible elderly persons on the Pilot Scheme. Among the ten districts, Kwun Tong district is the one having the highest number of targeted eligible elderly persons and the RSPs.

This afternoon, the Assistant Director of Social Welfare (Elderly), Miss Cecilla Li, together with the representatives of the RSPs in Kwun Tong, held a press conference on the implementation details and the latest development of the Pilot Scheme.

The eligible participants of the first phase of the Pilot Scheme are those who have been assessed under the Standardised Care Need Assessment Mechanism for Elderly Service of SWD as moderately impaired and are waiting for subsidised community care service and/or residential care service in the Central Waiting List as well as living in Eastern, Kwun Tong, Wong Tai Sin, Yau Tsim Mong, Kowloon City, Sham Shui Po, Sha Tin, Tai Po, Tsuen Wan or Tuen Mun.

There are 62 non-profit-making RSPs with rich experience in community care service for the choice of the elderly persons. A total of 29 non-governmental organisations and two social enterprises are operating these 62 RSPs, of which 34 offer mixed mode service (i.e. day care and home care services). In September, 50 RSPs will be starting to provide service while 12 others starting from October to December.

Miss Li said that to facilitate the Responsible Workers to understand the content and operation of the Pilot Scheme so as to assist the elderly persons to choose the most appropriate RSP, service type, and the service package, SWD has produced a promotional leaflet and a Service Catalogue, which covers the services of 62 RSPs. Besides, to promote the Pilot Scheme, SWD has already held 13 briefing sessions in selected districts, and more than 700 Responsible Workers have participated. In addition, the District Social Welfare Offices in the selected districts have organised district promotional activities, including RSP briefing sessions and visits to RSP units.

RSPs will upload information on service packages, price lists of additional and/or non-essential services, as well as target elderly persons to be served (e.g. elderly persons with dementia), etc. onto their webpages and SWD's (www.swd.gov.hk) for voucher holders, their family members or carers' reference.

Regional flag day today

Three charities will hold flag sales from 7am to 12.30pm today (August 31). They are, on Hong Kong Island, Carnation Women's Association; in Kowloon, Lifeline Express Hong Kong Foundation; and in the New Territories, Shatin Emmanuel Church, a spokesman for the Social Welfare Department (SWD) said.

Arrangements have been made with the charities to help people distinguish between the three flag-selling activities.

Four additional overseas cases of Middle East Respiratory Syndrome closely monitored by DH

The Department of Health (DH) is today (August 31) closely monitoring four additional cases of Middle East Respiratory Syndrome reported to the World Health Organization (WHO) by the Kingdom of Saudi Arabia (KSA).

According to the WHO, the first patient is a man aged 55 with an underlying illness from western KSA who became ill on August 17 and is currently hospitalised.

The second patient is a man aged 38 with an underlying medical condition from eastern KSA who became ill on August 8 and subsequently died on August 17.

The remaining two confirmed cases, a boy aged 16 and a girl aged seven, are family contacts of the second patient. They are both healthy and asymptomatic.

This brings the latest global number of confirmed cases of Middle East Respiratory Syndrome to 108, including 50 deaths.

"The Centre for Health Protection (CHP) of the DH will seek more information on the cases from the WHO and the relevant health authority. The CHP will stay vigilant and continue to work closely with the WHO and overseas health authorities to monitor the latest developments of this disease," a DH spokesman remarked.

Locally, the CHP will continue its surveillance mechanism with public and private hospitals, practising doctors and the airport for any suspected case of Middle East Respiratory Syndrome.

"No human infection with this virus has been identified so far in Hong Kong," the spokesman stressed.

"We would like to reassure the public that the Government will be as transparent as possible in the dissemination of information on cases of Middle East Respiratory Syndrome. Whenever there is a suspected case, particularly involving patients with travel history to the Middle East, the CHP will release information to the public as soon as possible," the spokesman said.

Health-care workers and hospitals are reminded to maintain vigilance against Middle East Respiratory Syndrome and adhere to strict infection control measures while handling suspected cases in order to reduce the risk of transmission to other patients, health-care workers and visitors.

Recent travellers returning from the Middle East who develop severe acute respiratory infections should be tested for Middle East Respiratory Syndrome Coronavirus. Patients' lower respiratory tract specimens should also be obtained for diagnosis when possible. Doctors are reminded that Middle East Respiratory Syndrome should be considered even with atypical signs and symptoms, such as diarrhoea, particularly in patients who are immunocompromised.

Travellers should avoid contact with animals, poultry or sick people during their journeys and seek medical consultation immediately if feeling unwell.

As a general precautionary measure, they should also adhere to food safety and environmental hygiene practices such as avoiding undercooked meats, raw fruits and vegetables unless they have been peeled, and unsafe water. Those returning from the Middle East with respiratory symptoms are advised to wear face masks, seek medical attention and reveal their travel history to a doctor.

Pilgrims visiting the KSA are reminded that pre-existing major illnesses can increase the likelihood of medical problems, including Middle East Respiratory Syndrome, during travel. Thus, pilgrims should consult a health-care provider before travelling to review the risk and assess whether making the pilgrimage is medically advisable.

Members of the public are reminded to take heed of personal hygiene:

* Wash hands before touching the eyes, nose and mouth;
* Wash hands before eating or handling food;
* Wash hands after using the toilet;
* Wash hands after sneezing or coughing and cleaning the nose; and
* Avoid direct contact with animals, birds or poultry.

Marine Department today (August 31) reminded masters, coxswains and person-in-charge of vessels navigating in Hong Kong waters to proceed at a safe speed and exercise extreme caution because restricted visibility of lower than two nautical miles has been reported.

Appropriate sound signals shall be made when underway or at anchor. All vessels must comply with the International Regulations for Preventing Collision at Sea.

Also, when radar is used without the benefit of adequate plotting facilities, the information obtained from the equipment is rather scanty and should be construed accordingly.

Visibility reports are broadcast by the Vessel Traffic Centre (VTC) on VHF channels 12, 14 and 67.

Missing boy in Hung Hom located

Police located a boy who went missing on August 26 in Hung Hom.

Leung Shing-yuet, aged 16, left his residence on Chatham Road on August 26 afternoon and failed to return. His family made a report to Police the next day (August 27).

Police located the boy in the sea off Wai Man Road in Sai Kung this morning (August 31). He sustained injury on his left wrist. No suspicious circumstances were detected.

Four friendly new faces to help promote "Hong Kong: Our Home" (with photos)

Four friendly new faces will help promote the "Hong Kong: Our Home" Campaign from today (August 31).

Lovely Bud, Energy, May and Fresh have made their debut as campaign mascots after a design competition organised by Create Hong Kong (CreateHK) and co-organised by the Hong Kong Digital Entertainment Association to promote the creation and appreciation of character design.

The Secretary for Commerce and Economic Development, Mr Gregory So, announced the results of the public voting exercise at the prize presentation ceremony today.

The competition had four categories, corresponding to the four supporting themes under the "Hong Kong: Our Home" Campaign - "Hip Hong Kong", "Vibrant Hong Kong", "Caring Hong Kong" and "Fresh Hong Kong".

A total of 646 entries were received by the submission deadline on June 26.

A professional jury of representatives from the comics and animation industry, the education sector and the Government short-listed four entries in each category for the public voting phase.

A total of 4,301 votes were cast during the voting period from July 6 to 26. Lovely Bud, Energy, May and Fresh received the highest number of votes to become the champions of their respective categories.

Lovely Bud, representing "Hip Hong Kong", was created by interior designer Mr Tony Lau.

He describes Lovely Bud as a girl who loves daydreaming and is creative, pioneering and fashionable. She reflects the beauty of art and technology, and has a youthful frame of mind.

Energy, representing "Vibrant Hong Kong", and May, representing "Caring Hong Kong", were both designed by Mr Ieong Ka-kei, who works at a bank.

He describes Energy as an energetic and outgoing boy who loves playing football, while May is a kind and considerate girl who helps and cares for people in need.

Not surprisingly, Fresh was chosen as the mascot for "Fresh Hong Kong". She has a smiling face as well as leaves and flowers on her body.

Created by design professional Ms Kwan Kit-yi, Fresh's happy character is intended to inject positive energy and freshness into society.

Designs of the four winning mascots are attached.

The Mascot Design Competition is one of the core programmes of Hong Kong Ani-Com Summer 2013, a series of comics-related events presented by CreateHK to promote the Comix Home Base, a new creative landmark for Hong Kong which was officially opened last month, and to arouse interest in comics and animation in the community.

Hong Kong Ani-Com Summer 2013 is a signature event of "Hip Hong Kong" in the "Hong Kong: Our Home" Campaign.

SHA attends 12th National Games opening ceremony (with photos)

The Secretary for Home Affairs, Mr Tsang Tak-sing, attended the opening ceremony of the 12th National Games in Shenyang, Liaoning Province, today (August 31) to cheer for the Hong Kong athletes.

The opening ceremony was held at the Shenyang Olympic Sports Centre Stadium this afternoon. The Hong Kong Special Administrative Region (HKSAR) delegation marched into the venue with wushu athlete Miss Geng Xiaoling as the flag bearer.

The 12th National Games is organised by the General Administration of Sport of China and undertaken by the People's Government of Liaoning Province. Held once every four years, the National Games is the most high-level and biggest multi-sport event on the Mainland. Elite athletes from provinces, cities and Special Administrative Regions are gathering in Liaoning Province to compete in the Games.

There are a total of 31 events in the 12th National Games. The HKSAR delegation has sent 223 athletes to take part in 20 final competitions, namely aquatics, archery, athletics, badminton, canoeing, cycling, equestrian, fencing, golf, gymnastics, men's handball, judo, rugby, windsurfing, shooting, table tennis, tennis, triathlon, beach volleyball and wushu taolu.

Hong Kong athletes won two gold, one silver and four bronze medals at the 11th National Games held in Jinan, Shandong Province, in 2009.

Mr Tsang will watch the Hong Kong athletes take part in the wushu and mountain bike races tomorrow morning (September 1) before leaving for Hong Kong in the afternoon.

Secretary for Commerce and Economic Development: I have just explained this in Chinese and I will repeat it in English.The Communications Authority has already indicated Mr James Shing is not a fit and proper person, and in order to have control of a licensee, you will need to be a fit and proper person.A fit and proper person, in terms of exercising control, will include directorship.So Mr Shing will not be able to assume executive director position or a honourary director position.As to whether anybody would like to take a position within a licensee, that would depend on the nature of that position, and I have full confidence that the Communications Authority will handle this matter appropriately.

SLW on accommodation arrangement to residents affected by the closure order in respect of Kai Ming Street

Following is the transcript of remarks by the Secretary for Labour and Welfare, Mr Matthew Cheung Kin-chung, on the assistance to the residents affected by the closure order in respect of Kai Ming Street today (August 31):

Secretary for Labour and Welfare: We are doing our best to help those affected by the closure order at Kai Ming Street. And up to now, we understand only six households affected are requiring our assistance. We are helping them through temporary sheltering in hostels and also providing temporary accommodation in guesthouses. And in fact, I understand some of the households are making their own arrangement with relatives. So we are doing our best to help. ¡@

Reporter: (About the accommodation arrangement.)

Secretary for Labour and Welfare: We normally provide two kinds of assistance. First of all, temporary accommodation in terms of hostels, in terms of temporary shelters and in terms of transit housing. And also if necessary, we are ready to provide them with an emergency relief allowance to tide them over. For example last night, we provided accommodation at the guesthouses nearby and we are prepared to finance three nights of guesthouse expenses. But in the long term, of course, we'll provide temporary accommodation for them through transit housing but I gathered that many of these households are making their own arrangements with relatives. But we stand ready to help each of these to make sure they are assisted.

Reporter: (on the temporary suspension of the right of Professor Yu Cheuk-man to perform complicated cardiac interventional procedures in Prince of Wales Hospital.)

Secretary for Food and Health: I think hospital management has the overall responsibility for the clinical quality and patient safety. Therefore, hospital management has the responsibility and accountability whenever there is a patient safety issue at stake. It has to take necessary action, and in this particular case, a suspension of certain clinical procedures of a particular clinician. However, it is more important for a clinical audit mechanism to find out such procedure should be undertaken by what type of clinician, with what kind of experience and accreditation.

Reporter: (on the Independent Review Committee set up by the Hospital Authority)

Secretary for Food and Health: The Independent Review Committee set up by the Hospital Authority has the representation wide enough. It looks into issues related to clinical governance, clinical audit and patient safety, and it also has the capacity to look into the handling of the complaint in this particular case.

Secretary for Food and Health: Although the Independent Review Committee will not investigate issues related to the university itself, if there is anything related to the clinical services provision of the university and Prince of Wales Hospital, it will also look into that.

Return of requisition forms urged

Rates and/or Government rent payers who have received requisition forms (R1A) issued by the Rating and Valuation Department are reminded to complete and return them to the department as soon as possible. They can also complete and return the forms by using the "Electronic Submission of Forms" service provided at the department's website (www.rvd.gov.hk).

The department issued about 310,000 R1A forms to rates and/or Government rent payers last month to obtain rents and tenancy details for different categories of properties to assist in the determination of rateable values for the next general revaluation.

Anyone having difficulty in completing and returning the forms within the specified period must apply in writing for an extension of time before the end of the stipulated period and state their reasons.

Anyone who knowingly makes a false statement or refuses to furnish particulars requested in the form commits an offence and will be liable to a maximum fine of $25,000 or $10,000 respectively and also a fine equivalent to three times the rates and/or Government rent undercharged.

Enquiries on how to complete the form can be made by calling the number printed on the form, or visiting the department at 15/F, Cheung Sha Wan Government Offices, 303 Cheung Sha Wan Road, Kowloon. The department's website also provides answers to commonly asked questions on completing the form.

To promote green building development and boost public understanding of green living, the Construction Industry Council and the Hong Kong Green Building Council have jointly launched Hong Kong Green Building Week 2013.

A series of programmes will be held from September 7 to 14 to promote green buildings and encourage people to develop an environmentally friendly lifestyle. The programmes are highlight activities of the "Hong Kong: Our Home" Campaign.

In the morning of September 7, 58 students will join the Green Building Tour to visit the first zero-carbon building in Hong Kong, ZCB in Kowloon Bay. In the afternoon, another group of 40 students will visit Hysan Place in Causeway Bay and Holiday Inn Express Hong Kong SoHo in Sheung Wan.

Hysan Place and Holiday Inn Express Hong Kong SoHo have received the BEAM Plus Platinum rating for implementing environmental solutions in the buildings' construction to reduce energy consumption and facilitate recycling. The tours will broaden students' understanding of green features in buildings and sustainable development in Hong Kong.

Another event organised as part of the Green Building Week is Biz-Green Dress Day on September 10. The objective is to raise public awareness of maintaining an optimal indoor temperature so as to reduce electricity consumption, and ultimately to lower carbon footprints.

On the event day, working people, especially white-collar staff, are encouraged to put the Biz-Green Dress Code into action by wearing lightweight business clothing to the office.

From September 7 to October 5, the Hong Kong Design Centre will hold a series of activities for an event entitled Hong Kong Design Book Mart to promote books on design by Hong Kong designers. The main venue is the PageOne Bookstore at Times Square in Causeway Bay.

The organiser has recommended about 100 design books in Chinese and English for promoting the diversity of Hong Kong designers' creative works.

Another key part of the Hong Kong Design Book Mart programme is a competition. From now until September 22, members of the public will have the opportunity to win prizes when they share views on the theme "read design, be inspired" on a Facebook page. The messages should be less than 50 Chinese characters or 50 English words in length.

The top three entrants in the Student Category will each receive a $300 book coupon, while the winners in the Open Category will each receive one-year PageOne VIP membership. The winner list will be posted on Facebook on September 30.

On September 21, local designers will speak at two seminars. At the first seminar, architectural designer Mr Barrie Ho and interior and branding designer Mr Clifton Leung will speak on their fields of expertise.

At the second seminar, a former principal of the Hong Kong Design Institute, Mr Alex Fung, and a writer of several publications on sustainable living, Ms Leila Chan, will speak on the application of design as part of a sustainable lifestyle.

As the September 19 Mid-Autumn Festival approaches, community centres and volunteers are working together to share the festive spirit with the elderly.

The Pok Oi Hospital Chan Ping Memorial Neighbourhood Elderly Centre will hold the Mid-Autumn Carnival with Elders on September 6 at Tin Fai Road Community Hall in Tin Shui Wai. The event will include fun games, a quiz and another competition.

Volunteers from the Hong Kong Sheng Kung Hui Wong Tai Sin District Elderly Community Centre will celebrate the Mid-Autumn Festival with elderly people living alone in the district in an event entitled Caring for the Elderly in Mid-Autumn Festival 2013.

On September 7, volunteers will take mooncakes to the elderly and help them reconnect with people in the neighbourhood. Later, on September 14, the volunteers will visit elderly persons living in the Lok Fu area. The organiser plans to conduct visits to 1,200 senior citizens in total.

On September 8, the Sheng Kung Hui Holy Carpenter Church District Elderly Community Centre will host Meet at Hung Hom for Mid-Autumn Festival, a celebration event for 80 elderly people living in the surrounding area.

The event, to be held at the elderly centre at 1 Dyer Avenue, Hung Hom, is supported by volunteers from the Land Registry and the Hong Kong Police Volunteer Services Corps. They will sing from Cantonese operas for the elderly and present a dance performance and a magic show. The elderly participants will receive a gift pack to take home.

All these events support the "Hong Kong: Our Home" public participation campaign, which aims to inject positive energy into society, foster social cohesion and promote care, mutual help and solidarity in the community.

More than 220 Partner Organisations have so far pledged support for the Campaign.

Altogether, the Government and Partner Organisations are organising more than 1,000 events/activities under the four supporting themes of the Campaign from the end of April to the end of December this year.

Validation Scheme for Signboards to be implemented tomorrow to enhance control over signboards

The Buildings Department (BD) announced today (September 1) that the Validation Scheme for Signboards (Validation Scheme) introduced in the Building (Minor Works) (Amendment) Regulation 2013 which was passed by the Legislative Council earlier this year, will be implemented tomorrow (September 2).

The Validation Scheme is one of the measures under the Administration's signboard control system. According to the scheme, certain existing unauthorised signboards may be retained for continued use after inspection, strengthening (if required) and certification of their structural safety by building professionals and/or registered contractors and acknowledged by the BD.The safety check and certification are subject to renewal at intervals of five years.

"The BD has been actively taking enforcement action against unauthorised signboards.However, as most of the unauthorised signboards are being used by business operators, these signboards carry notable value for sustaining local commercial activities and Hong Kong's prosperity.The introduction of the Validation Scheme will enhance the safety of existing unauthorised signboards," a spokesman for the BD said.

Unauthorised signboards joining the Validation Scheme must be in existence or erected before the implementation of the Validation Scheme on September 2, 2013, and their technical specifications must be in compliance with those for the minor works relating to the erection or alteration of signboards listed under the Building (Minor Works) Regulation. This is to ensure that the unauthorised signboards eligible for validation, like other minor works, are relatively minor in scale and pose less potential risk.

The validation of the unauthorised signboards will be valid for five years. Afterwards, the signboard owners should either make fresh validation submission or remove the signboards.During the 5-year validity period, since the safety of the validated signboards and their compliance with other design and construction standards have been certified, the BD will not take enforcement action against such signboards although the validated unauthorised signboards are still unauthorised building works.The signboard owners, however, should provide proper maintenance to their signboards.Where an existing validated signboard becomes dangerous because of a change in circumstances or lack of proper maintenance, or where the signboard owners fail to make fresh safety check and validation submission within the 5 years subsequent to the previous validation, the BD will take prompt enforcement action.

Only the prescribed building professionals (PBP) and/or prescribed registered contractors (PRC) who are registered for the relevant classes and types or items of minor works relating to the erection or alteration of signboards under the Minor Works Control System can carry out the safety inspection, strengthening, and certification of the corresponding classes and types or items of unauthorised signboards.The lists of PBP/PRC qualified to carry out safety validation for the various types of unauthorised signboards are available on the BD's website (www.bd.gov.hk).

Participation in the Validation Scheme is on a voluntary basis, but the BD will gradually enhance their enforcement action against those unauthorised signboards not joining or not eligible for joining the Validation Scheme.Once removal orders have been served, the signboards concerned cannot be validated and enforcement action by the BD will continue regardless of whether such signboards are originally eligible for validation.Signboard owners are therefore advised to arrange for validation of their signboards as soon as possible, in order to enhance the safety of the signboards, as well as to avoid disturbance to normal operation of their business by demolition of the signboards upon receipt of removal orders.

The spokesman reminded members of the public that it is a serious offence for any person that is not qualified to carry out the validation or strengthening works for unauthorised signboards.The maximum penalty upon conviction is a fine of $100,000 and imprisonment for six months and a further fine of $ 5,000 for each day that the offence has continued.The person who arranged for the works (inspection and/or strengthening) also commits an offence if he knowingly fails to appoint a PBP and/or PRC for such works.The maximum penalty upon conviction is a fine of $100,000.

The spokesman also reminded signboard owners that apart from joining the Validation Scheme to ensure safety of their signboards, if the signboards are erected in the common parts of buildings, they should also obtain consent from the co-owners or owners' corporations of the building and comply with the Deed of Mutual Covenant of the building.They may have to bear civil liability for failure to do so.

The spokesman said that to facilitate implementation of the Validation Scheme, the BD has launched large scale publicity and public education campaigns, including briefing sessions to the industry and the public, as well as issuing newspaper supplements.Publicity pamphlets will be distributed to the public to introduce the Validation Scheme.Technical guidelines and practice notes for the Validation Scheme will also be published for reference of the building professionals and registered contractors.
